The Permanent Commission of the State Commission against violence, racism, xenophobia and intolerance in sport, at its meeting on May 19, 2022, has transferred to the clubs the "implementation of additional security measures (... ) promoting systems for verifying the identity of people who try to access sports venues with the implementation of systems for issuing and selling tickets that make it possible to control the identity of ticket purchasers (...)".
Article 13 of Law 19/2007, of July 11, against violence, racism, xenophobia and intolerance in sport establishes that "The State Commission Against Violence, Racism, Xenophobia and Intolerance in Sport may decide to implement additional security measures for all competitions or sporting events classified as high risk, or for venues that have been subject to closure sanctions in accordance with the second and third titles of this Law, and in particular the following : (...) b) Promote identity verification systems for people who try to access sports venues. c) The implementation of systems for issuing and selling tickets that make it possible to control the identity of ticket purchasers (...)
Article 15.3 of Royal Decree 203/2010, of February 26, which approves the Regulations for the prevention of violence, racism, xenophobia and intolerance in sport, establishes that: "In the cases contemplated in article 13.1 of Law 19/2007, of July 11, the verification and monitoring of the identity of those who purchase tickets or the control of the distribution of localities will be carried out by implementing registered ticket sales systems and developing procedures that allow the distribution of tickets to be supervised. assigned locations and to know the identity of the holders of access titles to sports facilities.
